I just checked.  We use a Garaventa Evacu Trac chair to move mobility
impaired folks down chairs.  It has rubber tracks (like a tank or
snowmobile) that grip the stair sill edges as it moves downward.  I
don't know how many we have, but I think they're pretty pricey.
