Uh, never mind, I found out it passed, by a margin of 3 to 2.  I also found
out it only affects 3,000 out of an estimated total 8,000 to 14,000 homeless
in the city.  So the problem must be overwhelming for the city and its
residents.

When I was up in Phlly and riding with my cousin through the downtown area, I
noticed there didn't seem to be that many panhandlers.  He said they're mostly
in NYC where the policy towards the homeless is more liberal.
