I agree with your stance on the issue, but this letter is very poorly
worded.  First of all, not everyone who feels passionately about these
issues is "the caregiver to a child with cerebral palsy".  People with
disabilities (and other non-disabled friends and family) would also be
willing to take action on this, but this letter excludes them.  It also
disempowers people with disabilities from advocating on their own behalf.
Also, I resent the implication that the cap would "make us victims twice".
I don't consider myself a victim, and by sending this letter to legislators,
the organization is perpetuating a stereotype that is pervasive and
inaccurate.  While I recognize that action alerts are often drafted quickly
to accommodate the time-sensitive nature of the issue, I encourage you to
reconsider the wording used here.
