fact is that privatly managed  forest are in better
shape than those left unmanaged to finaly burn as they
do in califoria. 

i have watched as the georgia legislature watched 
smaller droughts come and go without taking any action
on state reservoirs to capture the some 50 inchs of
rain a year when they should have taked action. 
 
there has been big droughts in the past and it was a
matter of time until another came and this time there
is some 5-6 million people in north georgia. 

  too many people in one place not to have a system of
reserviors. the cycle of rain will return again as
always, but, might not be quick enough.

  simple to predict problems but the pols fiddled
while rome err "atlanta" burned.
