SUMMARY:
1.  TRANSPORTATION COMMITTEE:  Author Dave Johnson and Sen. Dean Johnson
agree with the House language and are supportive.  The questions is how
receptive the Governor's office will be.  Updates as they come.

2.  WORKFORCE CRISIS COMMITTEE:  The rally on Wed. was a success with
favorable remarks from legislators including Roger Moe.  In the Senate it is
at 3% above the 3% projected in July and includes everyone, all across the
board.  In the House a one time 21 million dollars went in for nursing homes
only, Greenfield offered an amendment to do a 3% across the board (which
kept in tack the 5%) and this passed 65, 63.  Tim Abler made a motion to
reconsider the language and it came out 63, 65 and was not passed.  The
rally was to support building up the funding target for the Health & Human
Services Committee and three issues 1-COLA, 2-MA Income Standard
3-Prescription Drugs.    The Governor has already stated no additional
funding this session.  The COLA needs to be IMPLEMENTED NOW!  All are
encouraged to write to Governor Ventura at:  130 State Capitol, 75
Constitution Avenue, St. Paul, MN  55155.  Personal letters are better than
e-mail.  Targets are expected the end of this week.

3.  WARNING SIGNS:  SF 1613, HF 1757 (Wiener)  (Haas), Reduced or eliminates
some state regulation of health plans.  Watch for this as it could be
detrimental to the disability community.

4.  MISDEMEANORS:  Sue Abderholden mentioned a new bill that would prosecute
a child making a threat as a misdemeanor offense.  Updates as they come.

5.  UPDATE:  Kathey D.  gave an update on the Cultural Diversity Committee
on Licensed Chemical Dependency Counselors requirements in regards to
disabilities.  Sometime in 2002, 2003 Kathey stated 12 hours of training
related to disabilities will be required.  They also addressed the needs of
the deaf/hard of hearing, Asian, Hispanic and other communities.  After the
12 hours of training, 6 hours will be required for basic disability
understanding.  A competency review committee will go through CD counselor
complaints.  A Train the Trainer program which occurred last summer trained
local people to put on workshops on working with persons with disabilities
and updating CD counselors.

6.  OLMSTEAD MEETING:  Members discussed the Olmstead meeting that took
place before CCD.  The MN Disability Law Center will be summarizing the
information gained from the meeting and presenting it to DHS and asking them
what are they going to do?  It may be helpful to get legislators involved.
This item will be a continuing item of discussion.

7.  ACCESS PRESS:  Charlie Smith is gearing up for his next issue and needs
legislative updates by early THIS week!  Thank you.
