I've actually done that.  One time I drove into to work and pulled into the
parking lot, only to find someone had parked in the handicapped spot without
a tag.  So I parked right behind, perpendicular to his car.  I came out
later to find he'd pulled up and driven over the sidewalk and gotten out
that way.  Grrrrrr.... But at least  I never saw that particular car in a
handicapped space in that lot again.
