well, mag, if dollars spent translated into better,
we'd be okay. we are spending more than ever on
education, but, it is not getting better.
  and mag, tax breaks are for tax payers. if one is
not paying anything, how then can you refund something
that is not paid. although the government has figure
out how to pass money to people with zero taxes and
call it a refund, it does not meet the definition of a
refund. that does not mean i want the "earned income
credit" to go away, (some people very desparately need
the money) but, just being honest, it is not a refund,
so call it a payment or something else.
