No training or CPR for special needs care takers

I just found out from the Depart of transportation here in SC that our state
has no training for bus drivers.  The only get normal bus drivers training.
No teaching in tie-down for wheel chairs, except from each other.  No CPR,
nor car seat training.
Plus I also ask our special needs teacher.... and NO they DO NOT have to have
CPR.  Only the school nurse has to have it.
I was amazed at this.
