Well, that not wanting to shut down and then having to wait a while
before you can reboot is a classic 98 trait. 98 was VERY poor at
terminating processes, and has a tendency to hang any time a process
fails on shutdown.

With 2000 or XP, you get a FAR more robust task manager, which allows
you to see (and control) not only the applications running on the
machine, but all the processes and services as well. It's those services
failing to terminate properly that is causing the weird behavior when
you try to shut your machine down. 2000 and XP simply do not have that
problem, period. Also both 2000 and XP have features to prevent "dll
hell", which is almost certainly the root cause of your problems with
IE.

Plus, although not as bulletproof as linux, they are way more secure
than any flavor of 9x.
