Well, I agree with that statement in principle but I don't see it  
happening in Iraq any time soon for the following reasons:

1)  There is too long a history of rivalries amongst clans and tribes  
in Iraq
2)  The US has unwittingly escalated the violence that Saddam had  
kept in check during his regime
3)  The present administration is not willing to admit its mistakes  
and change anything

My best friend's son has just got out of the Marines and he has  
nothing good  to say about the military in Iraq.
