I have to agree with Anee.  A new list would only confuse people.  I know that I would have been really confused if I'd have tried to come back to this list (as I did last week) after about a year of not posting.

Why not just find another moderator?  The last I knew, Bill McQueen could tell how to do that.

It's an idea...
