I don't think the issue here is teasing.  I think the issue here is
harassment and physical intimidation. Granted, kids can be cruel and
words can hurt. I think that tells a lot about our society when kids do
it without fear of discipline when they get home.  If I ever have
children and hear one of them talk about inappropriate teasing, I'll nip
it in the bud...
