It seems like a pain and I suspect that it's due to opportunists who would
take advantage of the system indefinately otherwise.

With something like cp though, it doesn't seem to make sense.  You are right.


At the Division of Motor Vehicles in Virginia, the only kind of disability
that is exempt from certification requirements for HC tags is amputation.  I
guess right now if anybody here wants a permanent HC tag without having to go
back to their doctor every few years, they're gonna have to lop something
off.
