Virginia is a tobacco state, too, but the former governor left us a
budget mess which our new governor is trying to fix. It's a one billion
dollar hole, which means that we have to look at additional sources of
revenue.  We may have to add a "sin tax" to balance our budget.

They're $7.50 a pack in NYC and $6.80 a pack in Philly, when I was up
there in
May.  I think they're still about $2.00 a pack here in NC, but this is a
tobacco state, and there's very little interest in imposing a "sin tax"
on
cigarettes.
