pat, i hope you can get your 504. i wish i could tell
you that it would not come to a legal fight, but, it
may very well. as dealling with any government you are
stuck with negative consequences while you are
fighting. you will not be compensated for the extream
inconviences after you win. they'll just pretend that
it never happened and you can go forward at that
point. 
there should be some consequences for the bureaucrats
that screw up your life, but, they only get assinged
to another case with no consequences for screwing up
with your case.
