Jan,

As an employee in the HR department and one who does legal research for the
company regarding insurance and COBRA issues, I can tell you you are between
a rock and  a hard place.

Unfortunately, your mother's insurance company has no legal obligation to
keep you on as a beneficiary after the age of 19 (if you were not in school)
or after you reach 25 if you are not permanently disabled.  Am I correct in
surmising you have a college degree or vocational training?  In that case,
you would theoretically be able to support yourself due to training or
schooling and therefore not considered unemployable, untrainable and unable
to support yourself.

Also, most unfortunately, COBRA may be the cheapest option you will have.
Self-insurance is prohibitively expensive, even for able-bodied people, and
nigh-well impossible for disabled folks to obtain without exclusion riders
and high deductibles.  So, if you can at all at this point, you may wish to
go with COBRA.

Another option you may wish to look into is to see if your state offers a
Blue Cross-Blue Shield HMO plan.  Again, it's not cheap, and the deductibles
tend to be high as well as the coverage restrictive, but it's better than
nothing in time of medical emergencies.
