well, duh, the govenor of a state don't know the rules and the mayor of a major city did not either. they know in the other 49 states. like i said 40 years of democrat control. utopia as well as it can be created by liberal policy.  

years of predictions in the new orlean rag newspapers what a cat 3 or above hitting would do to  the city and the corrut officials put the federal money everywhere except where is was supposed to go. 

as long as i can remember they had a repretation for corruption. 

why did someone not tell them?  give me a break. the dumb asses were supposed to know.
