well i do not think it is a rural or urban problens
exclively now. i think it is in both places. the
problems  is in the cultual of the lopcations and the
cultures that once existed in some places have been
destroyed and we are seeing the results. it is not a
money thing. 

we have bad parents and bad teachers, but the majority
of parents in some cultures want the best for their
kids. i'd say the majority of parents in most cases
wants the best for their kids. at least up to the very
last gen eration in which you see so much drug
destruction of families. likewise i think the majority
of teachers want to do good for their students. they
are not all like the lefave woman. but teachers are
hindered quite a bit. 
  i do not know about moses lake, but i know very few
"all white" communities. but i am down south.
