ADA deadlines

My hometown has a bond issue soon to perform ADA upgrades on several
existing municipal park restrooms.Many disabled in my town claim this work
(on existing facilities)was mandated to have been completed in 1996.After
searching several inquiries in google,I can't find a deadline in any ADA information.We are contending the work should have been budjeted(and
completed) years ago,and my city is dragging it's feet.Thanks for any info.
