I know the military I was in,

  you were in the military? i did not know that. could a good computer
programmer program their computers as well as someone elses computers?

the answer would probably be yes.

   the military's problem is this, how to know which disabled people can do
a needed skill without putting their mission in jepordy. a disabled person
trained in pscyology could be a good asset, however, what if he were needed
in a hot zone? then what? he is in a wheel chair with mortor rounds
exploding around him. not good.    how to deal with this? maybe there is a
way. they deal with other things, but, i do not know the answers. i do not
know that the military has a motivation to deal with these issues, i don't
know that they can effectivly deal with this kind of thing. does the country
want them having to deal with this? would having to deal with this sort of
thing distract them from their main mission? lots of questions need
answering, i guess.

i'd have liked to have served in the navy, but, i never held it against
them, however, i do still have bad feelings about state farm insurance
company and their shananigans in spring of 1973. they were  not faced with
these issues.
