I mean the doctors are supposed to refer you to the PTs with a  
statement of diagnosis and their PT recommendations.  The specifics  
are up to the PTs.

So to be so short, but I have to leave for work in 30 minutes --

I guess technically, they were working with my doctors because the  
doctors were informed, but in reality, they were independent of  
advice/suggestions from my doctors once I was referred.  Is that what  
you mean about that's how it's supposed to work?
