Actually, it probably is part of a policy change.  Our local hospital lab
now asks patients at least twice for their name, birthdate and whether they
have any allergies before doing any blood draws.  This is even though I've
known the phlebotomist for years outside the hospital.  I asked her why, and
she said it was part of a federal (US) law.

 With the war, the Patriot Act, and the dismantling of the Bill of Rights by
the present administration and laws like this, what does it take to
immigrate to Canada?  I've been to Vancouver, and I REALLY liked it!  Since
the mayor of Vancouver is a guy with a serious physical disability, it
should be getting more disability friendly, too!
