You may be asking about video relay service which is completely different
than Speech-to-Speech.  VRS allows a deaf or speech disabled person to
travel to an office where s/he can sign or speak with an operator who s/he
can see on the video-phone.  The operator makes phone calls for her/him and
repeats what s/he says.  It's mainly for deaf people and is only in the
trial stages now.

Some people with speech disabilities may want to use it if they are easier
to understand when they can be seen.  One drawback is that you will need to
go to the VRS office to use VRS.
