One of our members, Meir, lives in Canada and is a CP himself.   
Perhaps he can advise you of working with social services agencies to  
help with your brother-in-law.  I don't know about Canada, but here  
in the US, most states have a "Independent Living Center" which  
advises those with disabilities on how to live on their own or  
achieve some level of independence.

Is there a computer in your in-law's house that he could use?  What  
about using yours when he visits you?  Perhaps he would like to post  
a message to our list?
