Don't think you can get much in the way of paint these days that ISN'T low
VOC.  No doubt some of our tree- (and baby-) hugging friends won't consider
the standard products to be low-enough VOC, but with latexes you should be
OK.

The other side of this story is that in prepping for the new low-VOC paint,
you may well stir up enough old VOCs (if they still survive in dried paint--
an interesting question) and lead to do plenty of damage all over again.

The other thing is my life-long rant (and you thought you'd heard them all)
against using the heat gun to strip paint:  DON'T DO IT.  It vaporizes the
lead in the paint, despite claims to the contrary.
