Ruth:

I routinely do these conditions assessments with recommendations,
priorities, care and maintenance strategies, project planning, etc.

When I visited you earlier this year I had just come from teaching a
windows workshop just up the pike in Windsor, VT, at the Preservation
Education Institute (aka Historic Windsor). Judy Hayward, the director
there, is always looking for subject buildings and I suspect I could
arrange to teach a workshop at your building on conditions assessments
and maintenance programming that would result in the guidance you are
looking for. I'll talk with Judy and see what the possibilities are for
next year.

(how are your windows?)
