Shortly after the US & the USSR [allegedly] launched satellites into
orbit,
awnings were outlawed as spying duties, previously performed by
Quislings on foot,  by the one world government were taken over by "Eye
in the Sky" UFOs.

Awnings effectively block point of sight down look observation.

Of course then I also believe that James Baker is the Model for the
X-Files' Smoking Guy.
