Sounds like you better tell your SHPO to get a move on, before The Forces of
Evil get a bulldozer on.  The all-around moratorium sounds fair to me, and it
seems to me that  exempting any of the parties from the moratorium would give
the exemptee an unfair advantage.  But I only pretend to be a lawyer.  Do you
have a reliable and/or sympathetic City attorney who can give you some
guidance, assistance, etc?
