Yep - this one is a bit of a muddle, hence the posting to
the 'authorities.'  The building has dead mortar due to long term neglect,
and lack of awareness of decades of water infiltration.  The scope of work
includes complete new roofs too.  It is a church, approximately 80' high
not including the roof structure, and the walls even at the upper reaches
of a tower are 2'0" thick.  Its not completely dead - just approximately
40%.  The building is just shy of 100 years old, has a unique steel
structure that so far is remarkably good condition.
