Ruth, there is apparently nothing to worry about.

This morning a CBC Radio program was reviewing the recent shooting event in
downtown Toronto, and talking with the former Chief of Police from NYC who
is now Chief in Los Angeles. He spoke about the success of his methods of
cleaning up crime during the '90s, stating that New Yaohk is now one of the
safest cities in the world.

He said "The job of the Police is to control people's behaviour. The
challenge is doing it with regard to Constitutional rights."

Mother couldn't have said it better.
