I tend not to think of shpo's as "defending".  My experience is that
they tend to interpret the standards...nor really enforcers, more
referees.  If you can make a case for an outhouse, or a cave, they
should tell you what actions are or are not in accordance with the
standards.  There is a certain tension between these and the museum
community.  It requires negotiation.
