The Appellate Court is a typical NYC project that has had several phases of
work by several different architecture firms.  I worked on the skylight
restoration for Gran Sultan Associates.  I know that this is not really what
Chris was asking about but it's important to note that not just one firm or
preservationist or even agency or project director is responsible for these
major government buildings.
