Weak battery will not do what you're seeing unless that's a special, one of 
a kind.

I am a total so the screen doesn't bother me, but the book said either
the battery could be weak or the protective circuits for that litheum
battery were activated.  The radio was reset, and the battery has had a
full nights charge.  Since then, I found enough tetorials, on handihams,
I can program it.  I have a suspicious feeling that the battery is not
holding the voltage.  I will be testing that.
Now, maybe I could take some mirrors, and whatever to reflect it, so
sighted people can read it.
