The 590 is rated at 100 watts FSK, as well as CW, so keying in one  mode 
is no harder on the rig than the other .  Of course if you were doing 
super long  RTTY transmissions, you might want to back it down a bit, 
but the radio won't  fold back power just because you are in FSK mode.

You need to check the usual suspects:  auto tuner off, external tuner 
either out of circuit or in bypass mode, known good jumper between radio 
and dummy load, known good power cable and good connections.

Did this just happen?   Did you maybe change the carrier level by 
mistake ?  Carrier level is  press and hold the mic gain key.  If set 
too low, both FSK and CW power will be down.  Default is 50,  but you 
probably need to get lower than 20 to see a real drop in power.
