even when the filter is not running, it is still powered up from what i can 
guess.
it is on some sort of timer right? it could even be the timer or device that 
causes it to kick on at regular intervals.
Can you unplug the pool system temporarily and find out if it makes the 
noise go away?
I'm not sure if this is possible or if it will work, but perhaps an earth 
ground from the housing or chassis of the filter/pump could reduce the noise 
if it is indeed the cause of the noise.
