I bought the bcd-996.  I think I paid around $370 for it through h r o. 
It isn't all that accessible, but can be programmed using the freescan 
software.  I tried other software and didn't have much luck.  It does 
trunking, so at least in Kansas it gets our stuff.  I subscribed to 
radioreference.com and used the freescan to import data and then write to 
scanner.  As far as the scanner itself, like most you'll find these days, 
not accessible.  I do enjoy mine though once it is up and running.
