Yep have to install speech boards.  I've done several tmv-71as, I had it 
done on my 590.  The earlier 71a boards had foam thing you put under and 
on top of the board, different thicknesses for different radios. The 
last one I did had some little plastic thing I couldn't figure out, so I 
just made spacers out of electrical tape sticky side out.
