Yamaha, Denon and Marantz a the best for smart phone app control and web control via a PC or Mac. Onkyo is slowly catching up but still got a little ways to go. 
Keep in mind though that the initial setup will have to be done by a sighted person than you can take over with the various apps and computer control. My home theatre receiver is a 7.1 90W per channel 4 year old Denon AVR-1912 and I control it with my Mac and an app called AVR remote for Android. I also used the Denon Remote app for IOS, which also worked well.
