It could, except for physically disconnecting the connector on the back.

When you shut off the 590 is it really completely shut off. Meaning is the =
power button a "soft switch" and the units still syphons off some current f=
rom the supply? If so that could account for the dip in voltage to the othe=
r radio. However I still think poor connections (power cord, fuse holder, e=
tc) are the main culprit.
