Hi, Howard.

Did the state actually give it to you?

Here in Quebec, we get devices from the provincial gouvernment as well, but 
it is actually owned by the gouvernment and just lent out to us.  If they 
ever ask for it back and we don't have the item, we are expected to pay the 
full value of the item to the province.

It's even more socialistic here.  You can only get free job training if you 
are on unemployment insurance or welfare.
