You're right about some people knowing how to use the system to get anything
they want, but I still submit that even though Rehab is state run, it is
financed also by federal money.  The proponents of the Independent Living
Centers want all specialized agencies done away with and are selling the
government a bill of goods which says that they can take care of the needs
of all handicapped people which they can't.  An umbrella setting has never
worked for the blind and it never will.
