Thanks to those among you who helped with the solution.  The Fire Wall was not allowing UDP Protocol.  Verizon tech had no knowledge of EchoLink and said they don't address software issues.  Went to the company that writes the Verizon Security Program and a very capable person took charge of my computer and got it going in a couple of minutes.  Below is the procedure she followed if anyone is interested or might need it in the future.

Echolink Firewall Protocol



Select Verizon Internet Security Icon and then click Firewall. 

  1.. Open up Firewall.
  2.. Go to Internet Access Rules.
  3.. Go to Advanced
  4.. Add port or protocol..
  5.. This is where you add or change indicated changes.
