Eric,
You would connect the output from the external keyer to the "straight 
key" input of the rig in question.  I had a 746PRO and now own an 
Icom 756PRO III and they also have a straight key inmput.  I'll bet 
that the 703 has as well or perhaps the keyer jack is menu programmable.
