Tom,

That first line:
00 - 87

means that if you assign  any number between 00 and 87 to a pf key, when 
you hit the pf key that particular menu will open.  Suppose for some 
reason you had to always mess around with the side tone volume,: you 
would set a pf key to 04 and anytime you hit the pf key menu 04 (side 
tone volume) would open.

   Not likely  you will set a key to  open a menu, but it is there if 
needed.
