This is for the Romeo RB-25
          Dots too Low or too High (Tearing):

          1.       Adjust the emboss intensity control located on the
                   input connector assembly on the top cover panel of the
                   machine.  This control functions like a volume control
                   on a radio.  Turning this control clockwise will
                   increase solenoid impact strength and turning in
                   counter clockwise will reduce solenoid impact strength
                   and will stop tearing on lighter paper.


If your embosser is not the RB-25, you might look at the menu in use and see 
if there is a impact setting on it.
