I am aware of a local ham here who was able to adjust his pacemaker with rf at about 400 to 407 MHZ .  yes this is out of the band but ah well..... his head or heart as it were.  He  has finally quit messing with his pacemaker or they changed units to one that is not so easily controlled from external sources.  I am unaware of other incidents but suspect that in normal use most ham rigs do not if operated under the auspices of the appropriate licence for which they are type accepted cause problems.  I am aware of professional engineers working on high power commercial transmitters who do but to a limited extent  work in the high rf fields  in the transmitting facilities or on the antenna structure themselves.  As I said however they limit exposures.
