I can't make much out of all this because of all those equals signs, but 
sounds to me like receive is set to pl, so either the repeater isn't 
sending out a pl tone or it is different than the one set.  Try setting 
receive to open squelch, you can calso tap the monitor button to open 
squelch and see if you hear the repeater.
