I would'
t put a lot of faith on what you're reading peak in ssb, unless you have 
a very good peak reading meter.  I don't know what you have done for 
sure as I can't read through all those  equals 20s.  You really need a 
two tone test modulation at a given level to check output on ssb.  Talk 
the meter up to where the manual says you should and forget about actual 
peak readings, without a true peak meter, those readings are pointless. 
My old ncx 200, for example, said to tune for 300 mills and this was 
around 700 volts on the plates of a couple sweap tubes,  Manual said to 
talk it up to around 150 mills, no alc in those days.  A M was set at 
125 mills as I recall and bias was 50 to 60 max just to give some off 
the wall nmbers to look at.
