Does this occur when manually tuning the radio or in the scanned mode?  If the steps are kHz I do not see the need for this.  If larger, it could become annoying but as is should be a handy way to keep track of where you are.  As for tuning I seem to wobble around both sides of the channel before settling down.

If you are refering to the mute free mod, it keeps the radio from making a
chuffing sound when tuning across the band.  This chuffing sound makes it
difficult when trying to tune for weak stations.
