Howard,

I just tried my 480 in CW mode and the meter reads fine.  However, if
the AGC has been turned off, you'll get a meter reading of 0 no
matter what the signal strength is.  The 480 remembers the AGC
settings for each mode, so if Dave accidentally turned it off while
in CW, it would stay off.  If it's off and you want to turn it back
on, just press and hold the 0 key until you hear a beep.
